Local Ballot Issues

ISSUE 31:  2 MILL STREETS LEVY:

Ballot language: 

“An additional levy for the benefit of the City of Euclid for the purpose of general construction, reconstruction, resurfacing, and repair of streets, roads, and bridges at a rate not exceeding 2 mills for each one dollar of valuation, which amounts to $0.20 for each one hundred dollars of valuation for a period of five (5) years.”         

What is it?  Property tax levy restricted to pay specifically for re-paving, re-construction, repair of our city streets.

Who pays it and What will this cost? It will be assessed to all City of Euclid property - residential and commercial.  Cost is based on value of the home or business.  Approximate costs are listed below:

  • $50,000 home - $35 per year

  • $75,000 home - $52.50 per year

  • $100,000 home -$70 per year

How long? 5 year time frame

How much money will this bring in? approximately $1.1 million per year

How will you choose what streets gets done?  Streets will be chosen based on condition (roads in the worst condition will be done first) and work will be spread throughout the 8 wards. 

How many roads are there in Euclid?  There are 143.065 miles of streets in Euclid (not including the Interstate).  A number of roads are county or state roads (Highland, Chardon, Euclid Ave, St. Clair, Babbitt, Lakeshore, E. 260, E. 250, E. 222, E. 200, E. 185th) and these are eligible for State or County funding assistance.  The City is responsible for the remaining roads.  We will continue to apply for all available funding assistance to supplement our local funds and coordinate with water and sewer projects as much as possible.

How many streets will be completed? It is hard to anticipate the number of streets that will be completed due to fluctuating costs of labor, materials, and street size and condition. 

 

ISSUE 32:  CHARTER AMENDMENT:

Give City Council the Authority to Adjust the Municipal Income Tax Credit

Ballot Language:

Shall Article II, Section 12, of the Charter of the City of Euclid be amended to allow for City Council to adjust the income tax credit from 100% to no lower than 50% by a majority vote of Council?

Summary of the proposed Charter change:

The Euclid City Charter provides for a 100 % credit for income tax paid to another municipality.  This proposed Charter change would give City Council the authority to adjust the income tax credit from 100% to anything between 50% and 100%.  Passage of the Charter issue does not make a change to credit on its own, a future change would require a vote by City Council after the required public notice and hearings. 

What does passage mean?  Passage of the Charter issue would give City Council the authority to change the 100% credit, if needed, to any percentage between 100 and 50%.  Passage on its own will not impact how much tax you pay, a change to the income tax credit would require future passage of legislation by City Council. 

If there was a change in the credit, who pays this?  If City Council were to change the credit later, Euclid residents with taxable income who work outside the City of Euclid would see an increase in the amount of income tax they are responsible for paying.  The increase would be dependent on the credit and level of income.  Euclid residents who work in Euclid would see no change.  Euclid residents who are not required to pay income tax, would see no change. Non-residents who work in the City of Euclid but live outside the City would see no change.
